Education and Experience Requirements

Bachelor’s degree in Management Information Systems or a related field or equivalent experience plus four (4) to six (6) years or more of experience in acquiring, maintaining and deploying information technology systems. Experience should include using and supporting Microsoft applications such as SharePoint, Access and Office. Experience preferred in I.T. internal controls and/or security including SOX compliance and other types of regulatory compliance.

Job Purpose and Scope

Responsible for deploying information technology hardware and software systems for the Association. Performs SharePoint development, assists with loan accounting system implementation, performs IT compliance functions, plans and budgets for computer needs, and maintains the Association’s web site. Assignments are complex in nature requiring originality, ingenuity, and leadership; has appreciable latitude for decision making; works under minimum supervision.

Essential Functions

  • Performs SharePoint development, maintenance, and training including paperless loan file setup. Researches potential SharePoint solutions to realize improved efficiency in operational processes.
  • Acts as a liaison with the Farm Credit Bank of Texas on the planned implementation of the new Loan Accounting System. Gains operational familiarization with the system including system data validation and trains Association staff.
  • Responsible for I.T. compliance with FCA regulations, including but not limited to business continuity and disaster recovery planning, testing and reporting.
  • Responsible for risk management activities involving insurance, claims and reporting. Performs or provides for training on all new lending system initiatives in conjunction with the Bank.
  • Coordinates with the Bank on planning and specifications for Association computer equipment needs. Responsible for budgeting for those needs in the annual Association business plan and ensuring the equipment is ordered. Ensures the integrity of data retention including managing retention policies and procedures.
  • Assists management in developing, implementing and enforcing I.T. security procedures. Manages and maintains the Association’s website.
  • Responsible for the e-commerce section of the Association’s business plan. Acts as backup for the Association’s Controller.

Other Duties

  • Assists with internal and external audits.
  • Assists with large projects including revamping the operations manual for the association. Delegates and holds individuals accountable to a deadline for completion of the manual.

Skill Requirements

General knowledge of business system software applications and IT operations. General knowledge of IT internal controls and/or security. Specialized knowledge of computer hardware, operating systems and security. Skill in oral and written communication. Skill in problem-solving including problem identification, fact-finding, research, analysis and solution development. Ability to communicate technical information to a non-technical audience. Intermediate skill level in Microsoft computer operating and networking systems. Intermediate skill level in Microsoft applications including SharePoint including InfoPath forms; Office versions 2003, 2007, & 2010; Access; Microsoft Active Directory; and Exchange e-mail.
